When is God the "Father of mercies"? Before or after the "fall" of Adam?
Before.
The fall simply made visible that that was not seen, yet.
Keeping in mind that mercy is defined as what God does not do to you that He could do to you because of your sins. We all trace our sins back to the "fall", unless of course we are a reprobate. He is Just and the justifier of the ones who "have" Faith in Christ!
This is a mystery.
The reprobate:
2Co 4:3 And even if our gospel is veiled, it is veiled only to those who are perishing.
2Co 4:4 In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
The Elect:
2Co 1:3 Blessed be the God and Father of our Lord Jesus Christ, the Father of mercies and God of all comfort,
2Co 1:4 who comforts us in all our affliction, so that we may be able to comfort those who are in any affliction, with the comfort with which we ourselves are comforted by God.
I like the way our friend Peter says it too:
1Pe 1:3 Blessed be the God and Father of our Lord Jesus Christ! According to his great mercy, he has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead,
1Pe 1:4 to an inheritance that is imperishable, undefiled, and unfading, kept in heaven for you,
1Pe 1:5 who by God's power are being guarded through faith for a salvation ready to be revealed in the last time.
These things are not easily discernable. One needs to continually exercise their senses to discern both good and evil!
